eye shadow can look great when its subtle! Its probably doing more than you realise- try going without it for a day then see how much you can tell? Also ask a close friend or family member to recommend some colours that could suit your eye colour, skin colour and hair colour. Also many makeup counters will give you free colour advice.
I doubt you are doing it wrong. Also the shape of your eye may be a factor, when you look into the mirror obviously you have your eyes wide open so your lids are covered. also the unnatural light in the house or bathroom is not a very good indication of what other people see in natural light.
If you do want a darker more subtle look then use stronger more concentrated or pigmented colours like mac, lancome, clinique, etc.
Team your eyeshadow with eyeliner particularly on the top and mascara this adds to the overall effect of eye makeup and looks more finished.

it should cover just over your eyelids and only a little bit underneath Your eye.

you might want to try putting on a primer
before the eye shadow (:

A primer will brighten colors and prevent creasing. Urban Decay Primer Potion and Too Faced Shadow Insurance are examples of the most popular primers.
Applying eyeshadows wet will definitely give them more punch as well.
well, it depends on your eye color. and are you using eyeliner and mascara with it? that can make a huge difference!
